Records that support CWELCC & fee subsidy
Most Ontario centres for children under 6 take part in the Canada-Wide Early Learning and Child Care (CWELCC) system, which caps and reduces the fees families pay: Ontario capped fees at $22 per day from January 1, 2025, targets an average of $10 a day by the end of March 2026, and has moved to a cost-based funding approach. Many families also receive the income-tested Ontario Child Care Fee Subsidy, administered by local service system managers (CMSMs/DSSABs). These are provincial programme rules, not CentreBloom features — confirm current amounts and deadlines with the Ministry and your service system manager.
CentreBloom does not submit CWELCC reporting, apply for funding, or administer the fee subsidy — those run through the Ministry and your service system manager. What it does is keep the underlying records tidy and in one place, so reconciliation and reporting are far quicker: who's enrolled, who attended each day, and the parent-paid portion charged and collected.

Attendance & ratios for a licensed Ontario centre
Licensed centres operate under the Child Care and Early Years Act (CCEYA) and keep daily attendance and safe age-group ratios. CentreBloom's check-in (staff, or a kiosk families use with a code/QR) records exact in/out times in your local timezone, shows a live ratio indicator, and exports attendance for any date range — handy for daily operations and the records that reviews and inspections ask about.
Billing & fees, built around CWELCC
Because CWELCC caps and reduces the parent-paid fee, keeping a clean record of exactly what each family is charged and pays matters. Invoice families, take card payments online, set up recurring auto-pay, and send receipts and reminders automatically by in-app, email and (optionally) SMS. The fee subsidy portion is handled by your service system manager — CentreBloom tracks the parent side clearly.
Payroll built for Canada
Staff check-ins flow into timesheets, and payroll is calculated with CPP, EI and federal + Ontario provincial income tax using current CRA (T4127) formulas, with year-end T4 preparation — less manual work, and a run designed for a Canadian centre. CentreBloom is not a certified tax-calculation service; verify amounts against the CRA calculator before paying.

Does CentreBloom submit CWELCC reporting?
No. It keeps the enrolment, attendance and parent-fee records CWELCC relies on so your reporting and reconciliation are easier — but it does not file CWELCC submissions, apply for funding, or interface with the Ministry on your behalf.
Does it handle the Ontario Child Care Fee Subsidy?
No. The fee subsidy is income-tested and administered by your local service system manager (CMSM/DSSAB). CentreBloom tracks the parent-paid portion of fees and attendance clearly, which supports that process.
Does it handle Ontario payroll?
Yes — CPP, EI and federal + Ontario provincial income tax from staff check-ins using current CRA formulas, plus T4 preparation. It is not a certified tax service; verify figures against the CRA calculator before paying.
Is it a licensing or CCEYA compliance-reporting tool?
CentreBloom keeps records that help at licensing time — attendance, ratios, staff and child records, documents — but it does not itself report to the Ministry of Education or manage your licence under the CCEYA.
